Why can I get android apps on my windows tablet, but not on my windows phone?

I have a ASUS tablet that allowed me to download BlueStacks and access android apps / google play store; however I recently purchased a windows phone and it will not allow me to download Blue stacks or anything else that will give me access to google play - is there anything that will allow me access to google play on a windows phone?

Not as far as I know. Short of BlueStacks coming out with a Windows Phone app, there's not much to be done about it.

Bluestacks is a full Windows application, like Mozilla Firefox, Autodesk Inventor, Adobe Illustrator.

These are not available on Windows phone, much like how many OS X apps are not on iOS.
They're separate entities that work together on something's currently.
