If I understand you right you wan't that you can lock / unlock / power on / off your pone with your volume rocker? AFAIK that's not possible under windows phone. If you still have warranty you should bring it to your vendor for a repair.

You can't remap buttons like that.

Get it repaired, other things like screenshots and resets assume your power button is functional.
