You can use Nokia Ringtone Maker if you're using a Lumia, or you could connect your phone to a pc and use the desktop sync app.

AFAIK, simply transferring the file to the folder doesn't show it in the ringtone selection screen. Have you tried this?

Sorry, do it regularly. Just eject safely and connect again and it should sort out listing.
