why can't i download previously downloaded apps after a hard reset?

i reset my nokia lumia 521 but can't download already installed apps like whatsapp, facebook, skype, whenever i try to install this message appears. "there is a problem completing your request. try again later. Inquiring minds may find this error code helpful:8060010. Please help

You might want to make sure that your date and time are correct. That would cause store issues.
