Why am I having issues syncing one of my Onenote Notebooks?

Two onenote notebooks, only one syncs

The default notebook in my windows phone doesn't sync but the other one does. Any thoughts on how to get both to sync? The default one doesn't show up at all in Documents in Office on the phone.
