It most likely is a sync error with your Microsoft Account.

Make sure date and time are correct... Try turning off any restrictions in Data Sense... Try to sync your Microsoft Account manually: Settings > email + accounts > hold down on account name and tap "sync" from the popup menu.

If that fails... Log into your Microsoft Account via PC and change your password. Put the new password into the phone and sync the account.
