Why is the lowest volume in my WP is louder than in some phones?

I don't know if it can go lower than 1/30.

Pretty sure it varies between phone models though.
You can try turning volume leveling on or off if you have a Lumia or a phone with that feature.

I have the L1020 the volume from level 1-3 doesn't have much different at all.
