i m from iran and buy a lumia 1020 .in iran microsoft dont send dev update.or very late send it
i change my phone Rom to Filind and select region US and turn off my location
now how i can get the microsoft update for filind or other country in iran

Updates are released by Microsoft to regions gradually as opposed to being released to all regions at once - perhaps to prevent server overloads which Apple has encountered in the past. This means that if you're in a region that is not yet scheduled to receive an update, you will not receive the update just yet. Changing the phone region will not bypass the update availability schedule since the update is delivered through the network/s in your region*. This also means that turning off location services will not work. The only solution is to wait for the update to become available in the region you are in (not the region you have set in your phone).

*- As opposed to Cortana, which is not location-network-controlled.
