Depends which App you are using...

In Camera App tap the three dots and go into Photo Settings. Flash must be turned Off, turn it On or set to Auto.

Other Apps will have different methods. You can always look for a Lightning Bolt icon on your camera screen and try tapping that to toggle between settings.
