How do I get my phone out of narration mode?

my phone seems to be stuck on some kind of narriation mode .

also wont let me slide to the side or scroll down. all it shows is a white screen date and time when its not on locke screene mode. then it just reads whatever it allows me to click on

Go to settings/ Ease of Access/ Narrator.. turn it off.

On that screen is also the option to disable the quick launch key combo (holding volume up and hitting Start)

If you can get to settings*

Try restarting the phone (hold down power and volume down buttons together for about 10 seconds until the phone vibrates)

Then go into settings and check High Contrast mode etc.
