Why does my screen brightness say it is at 100?

I have this weird problem with this tablet that sometimes at boot screen brightness not adjusting to my settings and is ultra bright. When i enter screen options its set to half as i set it before, but screen is still bright like its set to 100% but it isnt, so i once again click to half brightness and screen brightness change to normal brightness correct for 50%. Whats going on? It happens sometimes, once for 4 boots or something.

It would be helpful to know the tablet make and model for sure... LOLz.

Make sure your drivers are up to date.

Allow some time after boot for things to get loaded properly. It may just be a low system priority that is not getting implemented faster than you start poking at settings...

Something else may be interfering with it at boot up. If you can, check what starts on boot.

If your battery is strong and you use the tablet often, just put it to sleep (hibernate) instead of constant shutdown, boot up cycles. If you use your tablet a lot, you will see it needs to charge before the battery runs out and you avoid all the booting up.
