How to clear the "Other storage" in Nokia Lumia 925?

The main problem in my lumia 925 is this memory. The other storage occupies more space than my personal files. I tried reduce my size of personal files by deleting them but there's no use of it. I used "storage cleaner" app and "clean master" app. But it deletes only 10 to 12MB in my mobile. I've read some issues regarding this in net, if any of these app doesn't workout, I need to reset mobile.
Are there any ways not to reset mobile and clear the other storage. If I have to reset my mobile, how to do it? and how to install to 8.1?
