Have you tried performing a soft reset? Volume down + Power till the phone turns off and vibrates?

There is an error with reading the battery status, likely caused by moisture damage or some other type of failure.

If replacing the battery doesn't work, and it may not, then the phone will need to be either replaced or repaired. If under warranty, take advantage of it. If it is moisture damage, more than likely it will not be covered by warranty, as that's not covered for Lumia as far as I know. At least not on my model it isn't covered through AT&T.
