the question involves using skype to skype. i have a skype phone number, however my friend doesnt want to pay for a skype phone number. can we call each other for free on skype? we both have the skype app installed. do both phones have to have a skype number?

If you are using the Skype app, calls between users will be free, you will call their username and not their phone number (data rates apply). Calls to phone numbers require a Skype calling plan.
