Which means I cannot update any applications or fixes!!!

Are you using the Network to set your time and date? Sometimes store errors are linked to having the wrong date and time.

The problem is with the Store, I have the same problem but with a different error code.
Apparently WP8.1 is affected, but I checked and W10M can access the Store.

We're waiting to see if it gets resolved.
