Why is there no parental control for internet on windows phone?

I bought my 10 year old son a Nokia Lumina 630 and there is no control over internet access, why?

You can add limitation to your Microsoft account.

Your carrier may offer blocking when using mobile data (contact them) and your home WiFi is something you can restrict yourself also.
