I have a Nokia 925 using windows 8.1 & I am unable to connect to the cloud hotspots works fine at home using 3 & 02 hotspots when out.

Are you meaning Wi-Fi hotspots away from home?
Most public Wi-Fi connections need some sort of consent before connecting.
This is usually done thru the phones browser.
Sometimes the browser window will be hard to read if there's a check box that needs to be ticked before connecting.
