Can I get a new phone recommendation?

Recommend me a new phone please.

Requirements:

Needs to work on Straighttalk BYOD, so unlocked phone.
No matter what I do, must never lag, delay or be slow in UI or app opening.
Must have flash for camera.
Apps must not refresh and web pages not reload when switching back to them.
No bigger than 4.5 inches screen or phone size of about a 521.
Decent battery life.

AT&T and T-Mobile locked phones function on Straight Talk BYOD provided you have the proper SIM card.
(source: my sister has a T-Mobile-locked Lumia 521 with Straight Talk)

So you want the fastest phone you can get. OK.

I can't say that any phone will not resume or reload pages, but its safe to say you want the best specifications no bigger than 4.5" in screen size. Although worth noting that current 4.7-5-inchers aren't that much bigger (maybe a testament to the size of the 920, which the 4.8" GS III is similar to), maybe a bit taller, but otherwise, eh.

Sadly I don't see many high-end phones that are in a small package. Phones like the Palm Pre, Veer, older iPhones, and other premium compact things aren't too common. (Probably best said by the Galaxy S # Mini's being mid-range devices instead of shrunken full-size S #'s) Sony has some nice hardware in the Z# Compacts.
As for decent battery life, most are decent, but IIRC, the 1520 and M8's are quite good.

But I guess I'd recommend a top of the line HTC One M8 for Windows, Lumia 930, 1520.
You can go smaller, like a 925, but then an 820 with an extended battery might be better, which works well for me, but either may not be up-to-par with your seemingly high performance expectations. (either that, or I'm interpreting them too strictly)

You'll never get a guarantee on those requirements with any phone on any platform - ever. So much depends...

tough to answer a question like this, especially with so many qualifiers going in. I would agree with the posting above, The only 4.5" relatively high end phones I know about are the Apple 4 & 5. I don't think you want to go in that direction.
