Why won't my Xbox music app respond?

Why wont xbox music app respond

So I just updated my Nokia Lumia 521 to windows 8.1 but the Xbox music just got stuck on installing. I tried stopping the download but the uninstall option is not available when I held down the app. I have tried everything I could possibly think of.

It's probably because alot of Microsofts stores/websites have been repeatedly going down over the last few month's. Since atleast October or November. They really need to fix that, before worrying about Windows 10. What good's a new operating system, if your websites repeatedly stop working ?
