Yes, the 730 will get the Windows 10 update. All phones that currently run Windows Phone 8 or 8.1 will get this.

Remember that Windows 10 for phones will not be out for some months more and may not be ready until Autumn.

The answer is yes. "When" is subject to carrier approval, but if you're on the developer preview, then you can skip them.
