Simple answer is no. It's hardwired into the OS that if the phone is off and the charger is connected for it to turn on.

Is this something that the 535 does. Because I have a 820, 925, 635, and a 520 and if you turn any of them off after you plug them in they all stay off til you turn them back on. So does my two Kindle Fires and my Moto G lte. Now if you plug any of them in while they are off they all boot up. But you can still turn them off after you plug in the charger and they stay off.
