how to enable the touch option in the settings in lumia 730

I could not able to open the Settings-->Systemapplication-->touch
when i am touching this touch icon it is showing me the same page again
can any body please help on this how to resolve this problem..

try soft resetting... by long pressing power button until it switches off n automatically ons

Soft Reset is more than just power button... Hold Power + Volume Down buttons until phone vibrates and reboots (about ten seconds).

Try using SysApp Pusher to make sure Touch is updated properly: SysApp Pusher | Windows Phone Apps+Games Store (United States) Install and run SysApp Pusher > scroll down list to "touch" > tap name > at bottom does it offer to update or install? > do so
