Does the Microsoft Band and the associated Android software work in Hong Kong ?

I bought a MS Band for a friend who lives in HK. She uses a Lenovo phone that runs Android. She cannot find the MS Health app to install. I send her the APK that I got from here in the US but she's having issues getting it running also. So simply, Does the Microsoft Band and the associated Android software work in Hong Kong ?
