Why can't I turn my wifi on?

why can't I turn my wifi on ??

I have updated my NOKIA 521 to Windows 8.1, 2 months ago. Now im trying to turn on my wifi but it doesn't work. when im trying to turn on my wifi it says "try again in a little while.If the problem continues, restart your phone and try again." I have restarted my phone many times but it is still not working. The problem started it has been already one week. So i will be happy to get help to solve this problem.

have you tried a soft reset?

hold power + volume down until the phone vibrates - after about 10-15 seconds.

yes I did a soft reset more than 5 times but it didn't work.

I'm also having the same problem. Did a soft reset and now cannot turn on Bluetooth also.Also unable to backup using cellular data
