How do I clear cache and clear up ram on my Lumia 730?

RAM isn't related to caching in any way. And I doubt RAM is an issue here in the first place, as WP has a very good way of handling its resources.
Anyways, if you want to get rid of cached files, there's 2 things you can do:

1) launch Internet Explorer, open its settings and tap on "delete history".
2) launch Storage Sense, tap on "phone", scroll down to "temporary files" and tap that. Now tap delete.

That's pretty much all you can do. Some apps store their own cached files within their isolated storage. Some of them provide an option to clear these files.
