How can I shoot videos at 480p or 380p in windows phone 8.1 on Lumia 822?

In windows phone 8.1 on Lumia 822 camera, there is only two video resolution option, 720p and 1080p. How can I shoot videos at 480p or 380p ? How can I capture Low resolution still pictures?

I only know a indirect way for video's. Shoot them with Lumia camera and after that use below app to "compress" the video.

For photo's you may need to use your computer to "compress" them.
