How many times must the PC restart to install 8.1 on a new hard drive?

My PC has restarted 16 times over the past 4:15 hours. How many more times and how much longer will installation of 8.1 require?

That doesn't sound normal. Are you sure you load from the hdd/ssd and not from the cd/usb again after a restart?
