why are there spinning cogwheels on my lumia 520 and the phone does not boot?

on pressing the power button the phone shows low batt. when the charger gets connected after sometime the lumia screen shows spinning cogwheels which goes on forever.

I would wait. Never a good thing to stop cog wheels from spinning. So make sure you are near a power source so it doesn't run out of battery. When they are still spinning after 4-6 hours you should admit defeat and use Nokia recovery tool. Good luck!

No I the phone had an update take out the sd card then see if it will load up then boot.
