Normally it works.Check if you are connected to a good network.Even though the problem repeats then go for a hard reset

Hard reset is too drastic for this little information. Do a soft reset first. Also try using an external mic to see if it's a hardware problem. Also try just recording something to see if only Cortana can't access your mic or if nothing can.

Or maybe Cortana is not enabled. Check below for the settings an OS needed to enable Cortana.
