When the windows 10 preview for phones comes out, should I download it for my 521?

By downloading it, would it be a risk (potentially slowing down phone) to download?

Its a preview so definitely there might be a risk.Your phone may not work properly and sometimes may not be useful for the daily usage.the battery life may not be as expected.If you really think you can handle any worse situation that may happen with your phone then go for it or don't even give a try.But please after installing preview don't give a negative comment like many do.
