Can you set the shutter speed higher than 4s on Lumia 930?

Hey guys! I'm kinda new to the photo world, but I grabbed a Lumia 930 two days ago, and I wanted to make one of those night shots with the cars light trails. It turned out great (in my opinion), but a friend suggested I should try setting the shutter speed at 15s for better results.. so is there an app that can do that or those 4s max shutter speed are camera limitations?

I think it's an API limitation, so there's no more than 4 seconds. At least I haven't found a single photo app that allows to set a higher shutter speed than that. And I've used quite a lot.

You can try taking a few 4s pictures and adding them together with some editing program/app. With denim update on 930 time between shots is short i think.

Thank you for the answers and help guys! At 4s shutter speed, my phone takes very nice photos, but I just wanted to see what will be the difference between 4s and 15s. Just one last question.. does OIS work only in videos or still camera is using it as well?

OIS is working regardless of the camera mode.

Realistically a 15s shutter would cause quite a crazy picture unless used with a tripod (or something really really stable).

I'm thinking of using a tripod, because I tried without one, and everything is so blurry...
