How do I get Epson 312 to print on the Surface RT?

how do I get epson 312 to print on surface RT

Can get surface to see printer through usb cable but printer is off-line when trying WiFi all are WiFi connected
Even USB connected it says scanner download needed and download refers me back to windows apps cannot download
