How can I install a T-Mobile app on an AT&T phone?

Install T-Mobile app on AT&T phone

I have an HP Stream 8 with T-Mobile 4G and would like to manage the account from my AT&T Lumia 925 via the My Account app. Looked around for how to install an app from a different carrier, but did not find what I was looking for. Does anyone know how to accomplish this?
