My WP Running dev prev 8.1 just totally went to static, is a hard reset my only option?

My WP Running dev prev 8.1 just totally went to static...

Was searching music, all of a sudden screen went to static, will not lock or turn off, will not soft reset, is hard reset only option?

You can try that or a better course might be the Lumia Care tool and reflash your phone.
