My phone would not turn on, then reset back to factory settings. How can I retrieve my contacts?

all my contacts as far as i can see have been lost

Sadly that's what happens when u do a hard reset...
Just go to contact lists and add ur accounts again, most if not all contacts will be back
People>Settings>add contacts and then setup ur old account.
Also if they were saved on Sim then use import from Sim option.
