Why is my Lumia 638 internet speed so poor?

Lumia 638 Internet Speed Issue

I have recently bought Lumia 638 phone. I am using 3G internet phone plan.
This is quad-core+1GB Ram phone. I am not getting satisfactorily internet speed.
Pre-built Internet Explorer sucks.(extremely slow) so I downloaded UC browser (It is bit faster but still very slow). I have not downloaded any other apps except pre-loaded. (My phone is having 50% empty memory space)

My old phone was HTC 1 V ;single core+android. It was working fantastic with same 3G internet phone plan.

Can anyone help me to highlight some of the steps which can guide me to resolve speed issue?

What is the your actual up/download speed.
And what is the up/download speed from your old phone.
What is the up/download speed according your provider.
Without above numbers it's only guessing.

Are u sure u have set the highest connection speed as 3g?
Check in: Settings > Cellular+Sim > Sim Settings > Highest connection speed > 3G.
