Why does mobile data keep turning itself on?

why does mobile data keep turning itself on?

Nokia Lumia 620 CV UK, 8.1.1.1 Cyan/Denim on Preview for Developers keeps turning Mobile Data on by itself. Have set Datasense, WiFi, Email Sync, Background tasks etc. to recommended settings to preclude Mobile Data use but WP still turn it on anyway.
I don't have the setting anymore not to use Mobile Data when WiFi signal is weak so can't set that one.
Any ideas why this happens and more importantly how I can prevent it happening?

It doesn't keep turning on its just a bug with notification center,probably the most annoying bug I've encountered.

From my experience, it's just the toggle that sometimes appears set to "ON" when it actually isn't.

EDIT: If you are sure it is turned off and it's showing the other way around, just try to hide and pull again the notification bar.

Same here with my Lumia 920 too, I felt some time I had touched unknowingly but later realized it is not getting really on. Its a bug to be addressed.
