I am curious on if the phones on the lower part of the spectrum such as the Lumia 520 and Lumia 521 will be compatible with Windows 10 Technical Preview later on or not because I am enjoying the windows 8.1 but I want to hopefully upgrade to windows 10 if it is possible.

It will be possible, its just that MS is focusing on one hardware setup in order to better stabilize 10 so as to minimize variability between the Snapdragon 400 phones, the older S4 ones, etc.
It'll be on the program eventually, but not in the near future I would think. Officially, carrier-willing, you'll get it later this year.
