My MSN news and MSN money quit working, and won't re-install or repair. How can I fix this?

msn news and msn money quit working, and won't re-install or repair.

I'm on Windows 8.l. When I try to open either app, I'm told that it can't open, and needs to be repaired. When I go to the Windows Store, the repair continues forever, and does nothing. I can't uninstall either program and re-install.
