Why is my screen on my Surface RT flashing when my charger is plugged in?

I noticed when I plug my charger in that the light on it doesn't turn on. However, it still charged my tablet. Yesterday, when I charge my tablet in, the brightness on my tablet keeps going low to high. Along with it the charge sign on my tablet appears and disappears. Do I need a new charger or what?
