Can I turn my phone off while charging?

Really the Lumia devices only charge the battery when power up and if charge it when of it will turn on?

You can't... but you could put the phone in airplane mode and charge it all night without being disturbed.

You can't turn it off while it is charging. Why is that a problem? Pin the airplane mode as tile to start and quickly turn off network access. Or, you have a Cortana in Spanish, you can set quite hours. I don't see this as a handicap.

HTC Windows Phones allow charging while turned off if I'm not mistaken.

If you have Cortana on your phone, you can use the excellent Quiet Hours setting to avoid alerts and notifications when you are sleeping.
