Windows phones must be powered on to charge. This is perfectly normal.

Do not worry that is normal. All windows phones switch automatically on during charging.
If you switch it off it will automatically switch on again.

Lumia's always remain on while charging.

There are few exceptions to the rule. The HTC 8X comes to mind.

It's not a Windows phone thing, I believe this related to the type of battery in the device, whether is a phone or tablet.
