Why can I not download an already purchased Here Drive+ on my new Lumia 735?

I have recently upgraded from a Lumia 520 to a Lumia 735. The Lumia 520 has Here Drive+, as well as Here, but on the Lumia 735 Here Drive+ is shown as purchased but cannot be downloaded. I have not yet transferred the sim card to the Lumia 735 for fear of losing Here Drive+ on the Lumia 520 as well.
What is the reason for this? Can the Sim card have an influence?
I am both surprised and frustrated as the Lumia 735 is advertised as coming with Here Drive+

Not sure what your problem is but HERE drive+ should already be installed on your phone. So please double check your app list.
And if a app is already installed you can not install it so also this indicates that it is already installed.
But if you really can not find it in your app list and the store says already installed then please do a hard reset.
Because something went wrong during the set-up of your phone.

cant really say much to OP, but I believe there were some devices with HERE Drive instead of Drive+ licenses like the 720 and 520 which were limited to one country - and it was decided by SIM.

The 520 and 720 had indeed in the past only HERE drive, which was restricted to a region, determined by the SIM.
But this was stopped with wp 8.1.
