Why does my Nokia Lumia 635 switch itself back on when charging?

I connect my Nokia Lumia 635 to the charger and it gegins charging OK. I then power down the phone, the display says "goodbye" and the phone switches off. However, a couple of seconds later, the phone switches itself back on again. It does not appear to be possible to switch off the phone when it is on charge. Is this intentional or a fault? Is there a solution?
 
I'm new to Nokia/Windows phones and this "feature" has had me really confused. I've never had a phone that has switched itself back on when charging. There is no mention of this in any of the Nokia or Windows Mobile literature that I could find. It took me ages to come across the answer here. Personally, I fail to get it. When my phone is on charge overnight - what most people do - I do not want to be disturbed by sound or visual notifications. I now have to remember to turn on airplane mode at the end of the day. Weird.
 
Use quiet hours to automatically silence your phone at a specified time each day. It will also re-enable your sounds at a time you set in the morning or whenever works for you.
Quiet hours is found under settings.
