Why won't my phone charge with the wall outlet below 40%, but will charge through USB on PC?

Hey this is one of the strangest issues I have ever had with electronics. Ever since a couple days ago my Lumia 1020 will NOT charge with the wall outlet below 40-50%. I plug it in and nothing happens. When I plug it in to my PC via USB it charges no problem. After it hits that 50% threshold the wall outlet charger works, but takes a very long time to charge and my battery life seems lower. Any help?

Ima say your charger head needs to be replaced. Maybe a surge shorted something in there.
