When SMS delivery confirmation is on do you only get confirmation when the person has read it?

My Nokia 625 froze I did a soft reset and the phone now appears to be working. I replied to a text that was sent when my phone was out of action but haven't received a reply or SMS delivery notification which is switched on. I tried to text someone else and the same thing happened, so I messaged a friend to tell them I was going to text them and to reply if they got it. I got both SMS delivery confirmation and a text message back. So do you only get SMS delivery confirmation if the person has read the text or is there something wrong with my phone?

From what I know, you get a confirmation upon the other persons phone receiving that message. If their phone is off, signal is crappy, or something that makes their phone not receive your message, you will not get a confirmation.
