I don't know of anything to do this. This isn't necessary on Windows Phone. Unlike Android, Windows Phone manages your recourses in a sensible manner. This is why Windows Phone runs good on low specs.

One of the freebie system diagnostic apps downloaded from the store can look at RAM use.
Can't remember off hand however I believe RAM usually stays below 343MB on a 1GB device.

You can also download the visual basic whatever the new version is, usually comes with developer tools such as ram usage, disk usage etc..
