MSN weather app on my HP asks me to update, but never updates?

Since it never updates, I have to use TWC for all my weather. Why can't I use MSN anymore?

We are really sorry that you are experiencing this issue. We would really appreciate if you can help us by providing the following information:

• Version of the Weather App.
  
  You can get this information using the following instructions when the App is open: [WIN]+C -> Settings -> About​
• Version of the OS
• Do you have auto-updates turned ON?
• Are you able to download updates to any other App from the Windows store?
