Best inexpensive tablet for use with Office365 and traveling from USA to Russia for 6 week trip?

I have a friend from Minnesota USA who is not computer savvy and is going to be spending 6 weeks in Russia. I want to get him set up with Office365 and especially OneDrive. What kinds of things should I take into account? What about Electricity/power and Wifi? I would think some inexpensive tablet would work, and then if it got misplaced, forgotten, or stolen, it wouldn't be a disaster. I have never traveled outside of the USA so any thoughts or suggestions would be appreciated.

I like the 8" winbook"s from microcenter for under 100. micro hdmi out, full size USB out, and charged by micro USB so available everywhere.

I personally have that as well as an rt. if you need legacy apps then it is the way to go. of you only need office then a 10" rt is ok.
 
I've had nothing but success with the Dell Venue 8 Pro. It comes with microSD storage and Office 365 for about $160. It's probably my favorite inexpensive tablet.
 
Hp Stream 7 comes bundled with office 365 at the MS store for around 80 bucks. It gets decent battery life, but not amazing battery life. It's cheap. It might be better to go a step up, though. I like the Stream 7. It's a good ereader too.
 
In Ukraine? Even with the civil war going on he's still going there? Well I guess I should avoid political things. So now for the question.

Since he needs a tablet with Office in it his best bet would be something like a Hipstreet for 219$ around (even though I usually don't recommend them.)

All of them have Wi-Fi but if you mean Cellular Data, then the only way would be to get a USB Cellular Data stick from a carrier. Since none of them carry an LTE chip inside, heck I don't know if there is a Windows tablet that has LTE inside.
 
May I ask, what internet access is available in the Ukraine? Does anyone live there or visit there? Forgive my lack of worldly knowledge, I know power plug outlets are different than in the USA, in some parts of the world. Is wifi, for example, the same in the Ukraine? Are there LTE services providers? Would a LTE tablet purchased in USA have the frequencies to work. What other issues might a visitor experience?
