Why can't I change the SMS alert tom for sim 1 on lumia 730 dual sim?

When I change the sim 1 SMS alert on lumia 730 dual sim it selects my preferred option and saves it but continues to use the default alert which isnt very loud. It doesnt matter which alert I choose it will not change from default. Sim 2 works fine in that I can select any SMS alert I want.

Tried rebooting and hard reset but no change.
